Rockstar Confirms GTA 6 Will Restrict Openly Carrying Heavy Weapons in Vice City

Rob Nelson says NPCs in GTA 6 will react more naturally to how Lucia and Jason carry firearms, ending the 'pull a shotgun from thin air' trick that defined GTA 5.

Rockstar Confirms GTA 6 Will Restrict Openly Carrying Heavy Weapons in Vice City

Grand Theft Auto VI is changing one of the series' most familiar gameplay conventions: how openly Lucia and Jason can carry heavy weapons on the streets of Vice City. Rockstar North co-studio head and development lead Rob Nelson confirmed the shift in an interview published this week, saying the GTA 5 approach of conjuring firearms out of nowhere no longer fits the studio's ambitions for Vice City.

Speaking to TGG about GTA 6's upcoming November 19, 2026 release on PlayStation 5 and Xbox Series X|S, Nelson laid out the new rules in unusually direct terms. "We don't feel that works any longer at this resolution with the behavioral sophistication we need from our population now," he said. "In GTA 5, you can pull out a shotgun from nowhere in front of people, and they don't react. That doesn't work here."

The change is already visible in the recent "An Extended Look" showcase on the official Rockstar Games site, where pedestrians can be seen flinching, backing away, or quietly leaving the area when they notice Lucia with a handgun in her hand. GTA 6 takes that foundation further and ties it directly to what you can carry.

"You can always have two concealed handguns on you whenever you want," Nelson explained. "You can carry two long guns, and they will be visible on your back and in your hand. You can't put both on your back. One goes in your off hand, one on your back if you want to carry two. People will react to you if you are rolling around like that."

In other words, walking down Ocean Beach with an assault rifle on your back will earn a few glances but not panic, while hoisting that same rifle into your hands will make civilians actively uncomfortable. Nelson added that "NPCs are more nuanced than before, so if you just have a long gun on your back, you should be fine. If you've got one in your hand, people don't like it, and they react and start moving away from you." Police are also expected to escalate faster when a long gun is openly brandished, mirroring the way Leonida's law enforcement already reacts to threat level in prior GTA titles.

The shift is part of a broader realism pass Rockstar has been teasing since the Extended Look showcase. Nelson also addressed the long-running development of GTA 6 in a separate conversation with French outlet TroisCouleurs, explaining that Rockstar began work in 2015 and had to be selective about what American culture to satirize so the jokes would still land in 2026. "We develop on very long cycles," he said. "It could be gone, it could change, it could be dated."
